Phineas Apartments: Fairfield 08 is negotiating the purchase of an expiring use apartment development for affordable and permanent supportive housing.  The 23-unit development is appraised at $3.2 million and will require only a moderate amount of rehabilitation work.  Fairfield 08 intends to complete the redevelopment process by 2008.
